Choose Overseas” 2026: New connections to fast-track overseas projects

On October 1, 2026, more than 150 businesses gathered at the Banque de France in Paris for the first edition of the “Choose Overseas” economic summit.

Investors, entrepreneurs and public-sector stakeholders took part in numerous meetings aiming to fast-track economic development and bring France’s overseas territories to the international stage.

Investors connected to France overseas

Working alongside the Ministry for Overseas Territories, Business France mobilized its international network. Around ten foreign investors traveled from Europe, East Africa, the Pacific and the various overseas regions.

Development agencies, local authorities and Team France Invest teams showcased key sectors of excellence and regional projects. Operational meetings and training on the investor journey also extended the dialogue both before and after the event.

This edition gave fresh momentum to overseas projects, with the first public-private investment fund worth €35 million being launched. Furthermore, Overseas Territories Minister Naïma Moutchou announced public and private investment projects worth a total of nearly €6 billion.

Around 100 projects were identified, covering everything from energy, infrastructure, decarbonization, waste recovery and the blue economy (ocean, sea and coastal resources), to tourism, the agri-food sector and the space industry.

Four agreements to drive action

  • Ministry for Overseas Territories

A multi-year framework agreement will structure joint efforts over three years to foster international development, the V.I.E program and the economic attractiveness and growth of businesses in France’s overseas territories.

  • Wallis and Futuna

Business France, the Wallis and Futuna Chamber of Commerce, Industry, Crafts and Agriculture (CCIMA), the Chamber of Commerce and Industry of New Caledonia (CCI-NC) and the Chamber of Commerce, Industry, Services and Trades of French Polynesia (CCISM) will design a support pathway tailored to local businesses. The aim is to identify potential, build skills and provide access to Team France Export solutions.

  • New Caledonia

A tripartite agreement with the Government of New Caledonia and Provence-Alpes-Côte d’Azur will boost the promotion of the region, investor outreach and support for business establishment. An inaugural “Choose New Caledonia” event will take place in the capital, Nouméa, from March 16-18, 2027.

  • Mayotte

The framework agreement signed with the Mayotte Development and Innovation Agency (ADIM) covers the 2026-2027 period. It supports post-Cyclone Chido reconstruction, the archipelago’s economic attractiveness and its trade relations with East Africa and other islands in the Indian Ocean. 

Regional markets at the heart of growth

Louis Margueritte, Chief Executive Officer of Business France, spoke at the roundtable discussion titled “Exporting from the Overseas Territories: Conquering Regional Markets.” His message was that the Overseas Territories serve as French and European hubs situated at the heart of major growth regions.

The Caribbean, East Africa, the Indian Ocean and the Pacific offer tangible growth opportunities for businesses based in the Overseas Territories. The experience shared by Sébastien Luissaint, Chief Executive Officer and Founder of Myditek, and a Team France Export ambassador, confirmed this trend.

“Choose Overseas” 2026 has transformed meetings into tangible partnerships. The four agreements, the leveraging of networks and the projects announced strengthen a shared ambition: to turn France’s overseas territories into hubs for investment, innovation and international development within their respective regions.
